This is because the refresh rate of camera is coinciding the rate of rotation of rotor. i.e camera refreshes exactly the same time when the rotor come to same position every time. This is no wonder

Not. its the frame rate of the camera. it is very very close to the cyclic rate of the rotors, making them look like they are sitting still. much in the same way taht a fast moving wheel looks like it is sometimes moving backwards.
