A dog wagging his tail isnt just a sign of wanting to play or be accepted it is also a sign of uncertainty. My own dog wont let anyone near my 1 year old great niece and has bitten her own father if he tried to pick her up. So I can believe that this dog is protecting the girl

Wagging tail and then "bowing" stance is a clear sign the dog wants to play. If it was trying to be protective or aggressive, the stance and attitude would be much different and very obvious.
