Well, it is true that we think alike on that this song was over-tiered. But how can you end up with 99% anyway, let alone your first try? The only person on YouTube I know that has recorded them scoring higher than my personal best is dro0bles1, and (don't quote me on this) not even HE ended up with that high a hit percentage. The vocal scoring system in World Tour is DRASTICALLY different to future titles in the series.

the easiest song in world tour is no sleep till brooklyn cuz its all spoken and yelled no pitch matching needed(at least on hard mode)

It's even the case on Expert mode, but you're right. I'm sure spoken lyric songs should be down in the first tier anyway, though I have no idea exactly why "Raining Blood" (tier 2) and "Laid to Rest" (tier 3), both in Smash Hits, are considered in higher tiers o_O
