Here in NYC, one of Japanese friend who visied NYC for first time few months ago, she got ripped off by illegal taxi service which was not licenced NYC Taxi & Limousine Comm. about $50.
It usually cost around $35 plus tip.
She was first time and she couldn't speak English well.

They need to do what Chicago does; IMPOUND THE CAR and require a $1000 fine (plus tow, and storage) to be paid to release it! Illegal cab / limo are rare at Ohare and Midway. The legal cabs use transponders that opens a gate for the official cab stand and limos must show a waybill at a booth before the driver is allowed to enter the terminal.

usually i only take the public transit when i go but a good tip incase i need to use a cab from a major airport or train station thanx a ton stan for the advice

Another difference the public might be glad to be made aware of is the fact that taxi and limo drivers are checked by the police for felonies and misdemeanors in the process of applying for their taxi licenses. Convicted violent-felons aren't legally allowed to drive taxis, and therefore an unlicensed taxi driver could be a violent ex-con.
