i still seal the top. Then i drill a hole in the top so it burns through.

ram clay on top of black powder then drill a whole through the center. Just pour FP in the top then seal it with tape or something else and it will ignite when the rocket burns out.

Loosely packed rocket candy doesn't burn hot enough. I have used granulated teleflite and made a report before but I had to do a lot of things to the casing that would be kind of impractical in rocket scenarios.
