The Reason Why you Can't Delete Cut or any other HM on your Own is So Noobs Won't Get Stuck in a Certain Area,

Why There's Only one Move Deleter in each game is Beyond me.

its not the speed its the level of your first pokemon in your party say you have a level 45 syther and you have a repel if the wild pokemons level is higher the repel wont work and the wild pokemon will attack
