You must be talking about the opening. Well...there are two blondes there. xD The one wearing the orange turtleneck is Ashley from Resident Evil 4 and the blonde (it's more or less white) in blue, wearing braids tucked behind her head is Alice from Shadow Hearts.
Have I played Rule of Rose? Oh, yes. Many times. ^_^ It's one of my favorites. Or do you mean the game that the blonde girl from?

{-to comments asking about the game-}the game to me was very good but can be confusing at times. its similar to silent hill. few weapons and kinda weak actions you run from most of the dangers. but otherwise the graphics and music are amazing. and it can be very scary at night lol the game isnt that bad and isnt that much these days :]]] you should totally give it a try if you never played.
