And HBK can do his classic piledriver on the steel steps, he does it at ppvs once in awhile and rarely on Raw.

It's not really banned WWE is just very careful about who they let us the Piledriver after Steve Austin's accident several years ago. Guys that they trust, like 'Taker & Kane are still allowed to use the tombstone version.
