IIRC, what happened was a directive came down reminding umpires of the rule since it's an obscure one and not listed in OBR, but rather in the PBUC manual and it doesn't usually come up. Once Venditte reached the minors, the regulation had to be brought to the umpires' attention in case it came up again.

No, they didn't change the rules after this. The rules were already in place. Jim Evans covers this in his Diamond Challenge DVD (an umpire's rules quiz based on professional rules) that was made about a decade before this incident happened. The rule is that the batter may only change sides once per at bat.

@ThePapayaKing Then why was there a big deal about the change in rules to prevent it from happening again?

The batter was made to pick a side and struck out. A rule was put into place that said the batter may not switch positions once the pitcher is ready to pitch so this never happens again.
