It's there, the stacks aren't public. You need to choose something from the catalouge and request it from the desk. It's past the reading room on the first floor. Doesn't look like much but they've got one of the best archives of Jewish books in the world and perhaps the second best archive of Yiddish newspapers on microfilm in the world. I've sat there for hours just reading the Yididsh papers from Poland. They also of course have every Sefer you could ever imagine.
