In a state function that was significant in both substance and symbolism, at the Kenyatta International Conference Centre here in Nairobi with both President Mwai Kibaki and Prime Minister Raila Odinga in attendance, a new initiative dubbed the Office of Prime Minister Strategic Plan was launched. In substance, the initiative is an economic stimulus blueprint; and in symbolism, the function was a telling statement of the acceptance the Office of the Prime Minister is increasingly gaining in the countrys political arrangement. Rashid Ronald reports.
