No at 00:18 that wasn't a rasengan, but the charkra flowing around him. In between 00:12 to 00:16 he does use rasengan,power it up and actually "Release" it. Yes, you are right about yondaime being able to do it.

Minato Namikaze,also known as Konoha's Yellow Flash was the Fourth Hokage (四代目火影, Yondaime Hokage; Literally meaning "Fourth Fire Shadow") and the father of Naruto Uzumaki. He was the student of Jiraiya and the teacher of Kakashi Hatake, Obito Uchiha, and Rin.

That kunai isn't really an unlimited kunai, but a kunai that has the seal of the flying thunder god technique. The kunai is just for show in this version of the game, but when you use your specials,then you can use some of it's ablities. These include his teleportation technique and his quick kunai attacking technique.

It is most probably insane because in that mode, the computer is able to teleport much more then normal and actually trys to defeat you through a series of diffrential skills.

He developed a jutsu that was in essence a teleportation jutsu, allowing him to wipe out whole armies in the blink of an eye, thus earning him the title of "Konoha's Yellow Flash" .
