University of Virginia Professor David Leblang offers an introduction to his recent seminar at the Ash Institute for Democratic Governance and Innovation, Harvard Kennedy School. He discusses the causes and consequences of dual citizenship rights as they apply to expatriates. Arguing that migrant networks provide home countries with access to global capital pools, he demonstrates that the provision of dual citizenship helps home countries harness the financial and human capital of their diasporas. His seminar was part of the Ash Institute's Democracy Seminar Series. For more information on the series, please visit www.ashinstitute.harvard.edu/democracyseminar
