My first attempt, it turns out, actually was a 25:1 gearhead, not a 5:1. I removed a planetary stage from it and shortened the gearhead housing to convert it to a 5.21:1. You don't need to go to all that trouble if you get the correct 5.21:1 motor in the first place.

This one now has quiet operation, a top speed of 32 mph (about ideal for a switcher!) and steady low-speed running at 1.5 mph.

It doesn't have the amazing 1/4 mph running that the 25:1 gearhead had, but that is to be expected. This is a much nicer compromise between top speed, low speed, and quiet running.

Bad news: After some extended running (about 15-20 hours), the motor that comes with these gearheads fails. It has small finger brushes and simply wear or burn down, and that's the end of the motor.

I continued on, mating various other stronger motors to the Tiny Tot Gearhead.
Those results appear in a later video.
