Because it doesn't help them or their children to eventually make a place within their community if they are able to phone a government dept and speak to them in Arabic or Chinese, why do you think that nobody complains about the Italians and so on, their kids actually built a honest life here and learnt somethings whilst retaining good parts of their own culture, not like today, all disconnected communities sticking to themselves...

Except for the hordes of ethnic/mid eastern young males who have reportedly been cruising the beach area for years, abusing Aussie girls for wearing standard Aussie bathers, and hassling/intimidating the local Aussie lads. I'm not at all condoning further civil disorder, merely predicting it if some immigrants don't change their ways. It's obvious there's still a lot of unrest out there, just listen to talk back radio!
