Romania's tax law allows individuals to redirect 2% of their tax to NGOs. 2% usage has grown slowly due to a lack of citizen understanding and NGO communications. Led by SzKA founders Odorheiu NGOs came together in 2007 to create a combined marketing campaign and bridge the apparent gap. Assisted by local media, each participating NGO received a review in the local paper. Hundreds of posters and fliers were distributed and a catalogue of NGOs listing activities and the rationale for 2% usage was placed in every mail box in town. The entire campaign concluded with the first ever 2% Festival.
Outcomes from 2% for Odorhei included a dramatic increase in 2% donations, from 40,000 RON to 106,000 RON (approximately 30,000 euros) and a national award for "Best Community Fundraising Campaign."
During 2008, SzKA gained even more support from local media including a full guide to local NGOs in the Udvarhelyi Hirado. This took the place of 2007's 2% newsletter and brought more legitimacy to the campaign. This contribution and additional media support from Prima Radio led to an increase in users from 29% to 42% of the working population, placing Udvarhely far above the national average in 2% usage.
SzKA founders also supported 2 other communities in their implementation of the same model with similar results. SzKA will continue to oversee Odorhei's 2% campaign and welcomes inquiries for NGOs seeking to participate.
