Close. Strobe light intent is to destroy night vision. Some strobes are run by computer to maintain the enemy's eye unable to overcome and re-focus. I use a different light on my weapons and they vary strobe length enough to ruin day or night vision. Some lights are even capable of inducing nausea in target.
