Building Collaborative Learning Organisations 'Creating a People Strategy for Local Government.

The Minister has endorsed Local Government's proposals for the delivery of efficiencies and improvements through collaboration.

At the heart of this Efficiency and Collaboration model is the concept of 'sector-led' improvement which places local councils and partnerships as the owners of the performance and improvement agenda and the provision of excellence in service design and delivery.

The development of people and a proactive HR strategy is vital to the delivery of this change culture.

The key challenge now rests with HR practitioners to promote the development of a modernised strategically focused HR service, in order to maintain a high performance, improvement driven culture in local government.
