a ball is only out of play if it goes off the golf course... marked with white lines... you can see on the video it is behind red line which means it is only a hazard and you can still play at it so long as your club does not touch the ground beneath the water (one stroke penalty). Most golfers would drop in this situation as it is better in the long run but i believe this was match play. The winner on each hole gets a 'point'. I guess he had to hit it close to have a chance of winning the hole
