Science is so awesome. The initial force of the drop causes a slight wave to pan out, but the force of the impact pushes water away from the center, which creates a indentation in the surface and as the water rushes in to fill that space, it clashes in the middle causing a second center splash which then triggers a bigger wave that expands to the edge of the cup. This is pretty much what would happen if a large object struck the water. IE a comet or meteor.
