The white spots sound like the disease Ich (Ichthyophthirius multifilis), or "white spot disease". Please Google this disease or check out that website I talked about earlier (thegab.org) to get some information about it. It is treatable with aquarium salt (not table salt, but special salt just for aquariums) or a few types of medicines you can get at any pet store. Please do treat the fish because this disease won't go away on its own.
Try my recommendation of a water change and rearranging the tank decorations. Your fish will continue to act territorial otherwise. Were did you more your bullying fish? He should probably stay in the tank - goldfish do not survive in bowls very well, the water becomes toxic to them very very quickly. I would put the two fish back together with a nice water change. See my next comment about your white spot problem --
My fish did sometimes bully, yes. The best way to prevent this is:
1) make sure your tank is large enough; each goldfish should have 10-15 gallons to itself, and
2) do a good-sized water change when you introduce new fish, and rearrange the decorations in the tank. This helps stop any territorial behavior your original fish may have toward the newcomer. This strategy definitely helped me.

Finely chop sardines and mix with babyfood peas in a microwave container and bring to a boil, stir in gelatin and until dissolved.
Pour into a flat dish. Gel should be about 1/4" thick.
Refrigerate until set.
Cut into small squares, store in freezer in ziplock bags, about 1 week's worth of food per bag, that way you can take out a bag and keep it in the fridge and it keeps about a week.

@greyanemone thanks i just added a new fish and my fish is now bullying the new one so i put that mean fish somewhere else for now
also after about a week my goldfish starts having these little white spots on their fins

i added a new fish to my tank and this new fish started bullying the other one and now the other fish is dead (both fish are ryukins, same size)
did any of your fish bully others?

1 Pack Unflavored Gelatin
1 Tbsp Water (dechlorinated)
2 Sardines (about 1/4 of a 3.75 ounce can)
