Tom Bowerman is someone who owns 800 acres, and could file a valid Measure 37 claim, but chooses not to according to his testimony. He is appalled by the scope and implications of Measure 37.
Measure 49 was put on the ballot by voters upset of how large scale land development companies and lumber companies were using Measure 37 for their own financial gain. Measure 49 came out of these types of hearings which the public demanded Oregon take a time out to review the unintended consequences of passing of M37.
Measure 49 will correct many flaws found in Measure 37. Measure 49 will also streamline the development of those who wanted to develop one or two homes on their farmlands or forest lands as was depicted in Measure 37 commercials and the ballot. Measure 49 will do what the voters intended M37 to do, and protect the greed of large developers and real estate moguls from coming in and disrupting Oregon's excellence in land use protection, state parks protections, and scenic beauty.
Measure 49 will also protect the financial industry of farms and forest lands to preserve others who wish to purchase the lands for that purpose and create employment and economy to this state.
