Adaptada de la novela de Paolo Lins, retrata el crecimiento del crimen organizado en Cidade de Deus, un suburbio violento de Río de Janeiro, entre finales de los años sesenta hasta principios de los ochenta. El protagonista de la película es este barrio, uno de los más peligrosos de la ciudad de Río. El narrador es Buscapé, un joven negro demasiado frágil y tímido para una vida criminal pero con suficiente talento como para tener éxito como artista y fotógrafo. Vemos a través de sus ojos el desarrollo de la vida, las peleas, el amor y la muerte de los personajes cuyos destinos se alejan y se cruzan con el paso del tiempo.
