Apparently they were only going to use that grunting/sighing sound in one Bob episode but Kelsey Grammer did it so perfectly the first time round that they recorded it and just replay it all the time.

This is seriously one of the most brilliant physical gags in the show's history. There's no explanation for the rakes, Bob's grunting is perfect, the whacking sound is brutal and it goes on just long enough.
