Vicki, Steve, and Brenda have worked with ICE (the division of the government that deals with electricity) and insulated 40+ kilometers of electrical lines. They're working on it, but Costa Rica is not a rich country so it's taking a lot of time. Check out their website for more info: nosarawildlife . com
