I understand the whole "history" thing with Semaphore flag signaling system in the OCBP (Md). It seems to go along with the pointless early 1900's wooden rowboats employed by many S. Jersey BP's. The boats are typically assigned at some of the busier beaches, but it's a tradition thing and they're used in competitive races among BP's. Pointless in rescue unless already in the water. every 5th lifeguard (crew chief) has a portable radio allowing him to talk to the beach patrol dispatcher and supervisor, as well as the Ocean City police and fire/EMS dispatchers. Messages are relayed to/from the other guards within the crew by semaphore. During a major incident (large rescue or medical emergency), the crew chief and/or area supervisor respond directly to the scene so there are plenty of portable radios on scene within a minute usually.

This works better than radio with 200 lifeguards and hundreds of lost kids sometimes daily. It assures the guards continue to scan all day because if the neighboring guard can't get your attention within 10-seconds they know your not attentive. It doesn't require batteries and goes with you everywhere.
