it will be like oblivion but you can now play it in 3rd person and vats isnt turn based. when you use vats you have a certain amount of action points and when you run out the enemy will be allowed to attack

Its not a certain amount in one turn...its you have Action Points that say how many times you can fire using VATS before you have to stop, reload, or let VATS...well reboot I guess you could say. Its considered A FPS with RPG qualities...looks amazing though.
