Discussion of Dysfunction of California State Govt.: Part 1/7

Program aired in Aug. 2009 and recorded in late June 2009, shortly after voters rejected a series of budget-related ballot propositions. The propositions were a component of a budget deal reached in the legislature in Feb. 2009. The discussion deals with dysfunctional elements of California state government. Included are ballot initiatives, 2/3 requirements for budgets and tax increases, Proposition 13, term limits, legislative and gubernatorial authority, and the possibility of holding a state constitutional convention. Various viewpoints are expressed.
