He wanted to do a musical version of 1984 by George Orwell, and ended up with the Diamond Dogs album that has many references to the book, and the 1980 Floor Show instead..

The tour was called the "1980 Floor Show", the tour took place in 1973.

This is definitely 1973 -- by 1980, Bowie was just closing out the Low-Heores-Lodger trilogy and was about to embark on Scary Monster (and Super Creeps).
