Unfortunately, Nancy Pelosi defeated any attempt to do that and Kucinich did attempt this.
The reason was because for one, both political parties are basically controlled by the same people (lobbyists, wealthy influential people, etc) and most politicians will not go against these people as they're important to re-elect them
Second she made sure Bush would not be impeached was because she was briefed by the CIA on torture techniques that are in flagrant violation (cont'd)
