Earl Howe, Parliamentary Under Secretary of State (DoH), answers the oral question laid down by Lord Morris of Manchester.
Key points :
1/ The chamber was full !!
2/ The Government is NOT seeking leave to appeal and will be writing shortly, to let the court know.
3/ The Government are considering their response and will announce in due course.
4/ Ex-gratia payments to remain as they currently are.
5/ Earl Howe is ready to talk with Lord Morris, on a one-to-one basis, or in the Lords.
Earl Howe :
"I take these matters very seriously and take as read my wish to see those who's health is suffering as a result if this tragedy, are properly looked after by the NHS - Having said that, it is early days yet and we are considering very carefully what the courts have said and can't be of more help then I already have".
"The compensation scheme in Ireland, was set up in the light of evidence of mistakes made by the Irish Blood Transfusion Service - this has been confirmed to us by officials in the republic of Ireland DoH and children. It is important to understand, that the events that gave rise to people in Ireland becoming infected through contaminated blood transfusions, were quite disimilar to the sequence of events that occurred here. There were very specific circumstances in Ireland and quite different circumstances in the UK".
"The Skipton fund was not set up to support bereaved relatives, it was designed to alleviate the suffering of those infected with HEP C - Sympathetic as I am towards people that have lost loved ones in this tragedy, that fund does have a specific purpose and it would require a major review to alter that purpose, but I note here concern of this matter".
"We are in a coalition government and not every pledge in the Conservative or the Liberal Democrats manifesto, can be honored - that is the nature of coalitions. In fact, the specific Liberal Democrat proposal that she has referred to, was not included in the program for Government which we published".
Earl Howe says WHAT HAS HAPPENED HAS HAPPENED how dare he!!!!!!!!! a child taken from us at the age of 7, through the fault of the NHS. tHAT IS MURDER AND SOMEONE must answer for it
