Borders are one of many sites where freedom of movement is negotiated in relation to security. Reducing border controls frequently triggers demands for increasing security measures. Increasing border security is contested because it challenges free movement. This is a familiar trade off in European integration.
Profs. Didier Bigo and Elspeth guild discuss how balancing is a common trope in this context, suggesting that security and liberty are antithetical values whose relation is mediated through border controls. However, borders are sites where limits to mobility are crafted rather than balances instituted.
