This shows the MOOG system functioning to replicate the human balance system. That is, as you apply pressure to the force plate, it reacts as *you* would if you were to apply the same force standing on solid ground. I.E. if you push on the front of the plate, you swing backwards - and furthermore, it translates so that you are rotating about your *ankle*.

What's so special about this, and why not just have people stand on the ground then? Good question. It's because this setup gives you the same feeling as standing on the ground, but because it's the ground you're standing on that tilts, you don't get any feedback from your ankle position. This feedback is one of the three main ways you stay upright when you walk - and it's surprisingly hard to balance without it!
