From what I've read, 1/2 full for maximum imbalance. 2/3 full loses some imbalance, but provides the best imbalance/weight combination.

I/2 to 3/4 with water works great. So does hanging light weights on flex bands off both ends. Hold it over head and take a walk! hahaha

Good stuff . Love the garage gym workouts . Big gyms have become so pussed . Do you put just water in the slosh pipe or sand in w/ it . I plan to make one
