They never think of other options, they never think of the consequences, their fucking reaction to everything is "Kill it".
They did exactly the same in S, one would expect them to have learned their lesson already after Sailor Moon had to save their useless asses in the end of the world.

@Sadet1991 Galaxia had offered the outer senshi golden bracelets for their star seeds. Sailor Uranus and Sailor Neptune accepted Galaxia's offer but Sailor Saturn and Sailor Pluto refused. Sailor Uranus and Sailor Neptune had got the star seeds of Sailor Saturn and Sailor Pluto. then, both had died.

In a way Uranus and Neptune seriously screwed things up by killing Pluto and Saturn. With Pluto the senshi would have had a chance at going back in time to stop Galaxia before she became completely powerful and without Saturn they couldn't instantly kill Galaxia, or the world if inevitable, and have them reborn as good instead of evil. I'm not hating on them it's just that there were more options with Setsuna and Hotaru around.
