He's a new character who is a Mario Clone. To unlock him, you must beat the Subspace Emissary 3 times on Intense difficulty as Mario. Then you must beat the Boss Battles Events on Intense difficulty as Mario, Luigi, and Peach, each character 6 times. It will then give you a button combo. Use the combo to play as him.
