not all, there's a third shaft inside the two others that controls a pitch slider. This slider allows to increase or decrease the upper rotor's pitch only. Operated with a collective pitch order, this allows to provide more drag and lift from one rotor without changing altitude.

i believe it tilts the tail rotors to turn, or is that another heli?

how are you making the tail boom turn? Is it dual motor like the blade cx or does it have rudders like the Airscoot? being that is has dual collective pitch rotors, is it possible that it could go inverted?
