    I think people confuse falling/rising prices with inflation/deflation

    Inflation is an increase in the money supply-bad

    Deflation is a contraction-bad

    However falling prices are generally considered a positive thing, (consider how cheap technology has gotten over the years) whereas rising prices tend to negatively effect the average person when they get groceries, fill up their cars, etc.
