Saarbrücken in the Saarland state of Germany has at least two pairs of the East German Ampelmännchen. I would have expected to see these in Thüringen, Sachsen-Anhalt, Sachsen, Brandenburg and Mecklenberg-Vorpommern, not the Saarland which is one of the Älteren Bundesländern (old federal states).
That kind of signal can now be installed and used everywhere in Germany. As far as I know it can be ordered with new traffic lights. So there is no connection to Honecker, they simply ordered it when a new traffic light was needed. :)

The late East German leader Erich Honecker was born in the Saarland, and his sister lived there after the war, so I suspect there may be some connection there.
