President Benigno S. Aquino III graced the 37th International College of Surgeons (ICS) World Congress and 61st Annual Convention of ICS-Philippine Section at the Diamond Hotel in the city of Manila. The three-day event from 19-21 November has the theme "ICS -- Moving Forward: Globally Competitive, Locally Responsive."

In his speech, the President called on the ICS to be partners with the government in making surgical care more accessible to poor Filipinos by sharing their knowledge and skills to public health care providers in the countryside. He also said that his administration increased the budget of the Department of Health (DOH) by 13.6% next year and is actively pursuing universal health care for indigent families.

President Aquino was joined by Health Secretary Enrique Ona, Dr. Ernesto Acosta (President, ICS-Philippine Section), Professor Christopher Chen (President, ICS World), Dr. Jesus Sison (Vice President, ICS-Philippine Section and Overall Chairperson, 37th ICS World Congress), Dr. Nicasio Salang, Jr. (Secretary General, 37th ICS World Congress) and Administrator Teodoro Martin of the Ospital ng Maynila.
