Because they're small and fast-moving, and therefore very exciting. Also, rodents were and are part of the natural diet of dogs' ancestors, the wolves.

@akacopycat I'd imagine it has to do with the hunting instinct in dogs. Most dogs were bred to hunt animals. Therefore, when they see a squirrel, that instinct is triggered. It doesn't have to be a squirrel, though. It could also be triggered by a bunny or a bird. That's a total guess, but it does make sense, to me at least.
