Encounter w/ a Security Guard

Here I was on public property, with the public, observing the filming of the movie Transformers 2. The video I was attempting to shoot was not for commercial use, it was for broadcast news (protected under the 1st amendment). After rolling un-interrupted for the first 1:40, this security guard decides I am not allowed to shoot video, yet I am on public property. Dilworth Plaza is a public right-of-way. You don't want me shooting video, put tarps up over the fencing I was shooting through. There were 3 other entrances to the courtyard in city hall where this was being filmed. I saw at least one, and there was tarp over the fencing.
