Is Kessler Sturmbahnnfuehrer or Obersturmbannfuehrer? The first is equivalent to to Brandt's rank of Major, the second the rank above, which seems to have been more of a courtesy title as high as promotion from the SS ranks was allowed to go.
The German services did not co-operate well and the national ones even worse with the Party paramilitaries like the SA and SS. Ultimately, whatever the letter of the law, the Party ruled just as in the USSR

The fate of agressive little Poland, brutal and Satanic Bolshevik Russia and those parts of historically German Czechoslovakia are part of an entirely different story.
The NS heirarchy was predominantly composed of Anglophilic veterans determinedly against war with Britain
This remains an area insufficiently researched, and likely so to remain.

Rudolf Hess did the same thing after interrogation and once he'd realised his peace mission to end the war between Britain and Germany hadn't the slightest chance of success.He was rewarded with solitary confinement for life.Blessed be the peacemakers-but not always!
