UFO or Balloon ? over Liverpool with Police Helicopter

Liverpool Saturday 29-06-08 2.25pm Please watch in High Quality.You can see the start stop motion that I find curious.

I thought this was a balloon and was going to ignore it but there was something about it's movement that seemed odd - it seemed to start and stop.I went and got the camera to try and get a closer look.As it passed the Police Helicopter came and circled in behind it.
I would not have posted this except for the presence of the Police Helicopter as it shows that they are checking things out with all the recent activity.So is it a balloon ? My gut feeling is yes but ...

EDIT 29-6-8 - I had some real balloons come over yesterday.They were much higher than this one and were clearly visible as balloons.So now I'm not sure that this is a balloon
