Ctrl+K(Windows) Cmd+K (Mac) - go into the comp settings and chage fps there.

this software look really hard to use but your instructons make it all easy and stuff...ur really bad ass...but i wanted to know how to make the same exact thing but with text so i can write my name instead on making a star...

In AE 7, select your text layer and choose Layer > Create Outlines. In AE CS3, this no longer works... Either choose Layer > Auto-Trace (not very precise) or you can copy and paste outlined text from Illustrator.
