Liberty City (Portland) IS REALLY IN THE GAME. It's in a mission called Saint Mark's Bistro. To get in it without doing the mission, watch this video: /watch?v=vWNfK8JWjPQ. IT ISN'T A MOD OR HACK. It's an interior that Rockstar put in for the sake of the mission.

Why did'nt you go to the callenhan(forgot how its spelled) bridge? You could have go to Stauton Island and maybe Shore Sideville.

Well since they only put the city in for this one mission in San Andreas they only put the chunk of Portland they really needed for the sake of disk space. Thats why going far away from the Marco Bistro makes the land and objects highly undetailed, and unsolid.
