Yeah, I think you're right. Some stations do have vans kitted out for carrying crew and gear in a hurry, like Parnell 2529, seen in the clip of Auckland 2014 backing into the station at night. They can carry crew, portable pumps, salvage equipment, cylinders, etc to the scene as needed.
