this is a bit of a narrow question, as all of these universities you have mentioned have their different attributes, and different universities will obviously be suited to different individuals, but if you mean in terms of league tables, Oxford and Cambridge come top in most subjects they offer

It depends on what you want to do, but overall, Oxford, closely followed by Cambridge.

I went there, it didn't get me anywhere in life but it sure takes me back to read embittered comments from people who didn't get in, or who can't be happy for someone who's excited about going there. It reminds me how i could never mention the university i studied at without hurting people's feelings, so i had to side-step the issue. Don't rain of their parade! well done fashionistadarling!

An opulent and brilliant university; however, it does seem - from my experience - that many of the students are not as gifted as the prestigious title connotes. Many are in fact mundanely clever: not exceptionally clever. Universities such as UCL certainly rival Oxford in terms of academia.

But it depends what you mean by "best". If, for example, you want more one to one attention, Oxford is definitely better. If you want better library access, and facilities generally, Harvard is certainly better. All these debates can get a bit silly...
