Ur lvl 70 you bought a whip this what you do:
Do Defender of varrock
Put some good def gear or prayer gear on.
Get a bunyip
Go to armored zombies from 70-99 in 2-5 weeks ( props less)
Remember 3 super sets a bit of food some free inventory for loot and you're good to go :D

How long would 80-99 str take at skeletons? Also Is there anyway possible way I can make enough money off drops to atleast pay for all the food I need?

I got 90-99 strength at dagganoths and going for attack now <3 I love them I rarely get hit and I use the sell-buy back method with pots and food

I have a dragon plate but do you recommend trying to get a higher str bonus using a fighter torso at werewolves?

@GamerfulCody yes i would because although they can hit fairly high and often (at low defense levels) there is a bank very close to them, so i would say a fighter torso is your best bet :)
