The New Madrid fault does not follow the Mississippi River to New Orleans out to the Gulf. If you study history of the River the New Madrid fault ended above Memphis but that area would still be hit if we had a 8 or higher earthquake. At the time of the last New Madrid Earthquake as much water flowed out the Atchafalaya Basin as did the Miss River Basin into the Gulf, until the Army Corp of Engineers built the levees and Old River Lock and Control structures to limit the flow into this basin.
